On May 18th 2016 DoD 5220.22-M, “National Industrial Security Operating Manual (NISPOM) Change 2 was released by the US Government. NISPOM Change 2 requires contractors to establish and maintain an insider threat program to detect, deter and mitigate insider threats. Specifically, the program must gather, integrate, and report relevant and credible information covered by the 13 personnel security adjudicative guidelines. The adjudicative guidelines mandate reporting of indicators of insider threats in order to deter, detect, and mitigate cleared employees from becoming insider threats. No later than November 30th, 2016 contractors must have a written program plan in place to begin implementing NISPOM Change 2 within their insider threat programs.
